Building a Safer Future (BSF) has awarded Higgins Group the Certificate of Commitment and Progress - Building Safety Stage One: Leadership and Culture, following the successful completion of the first module of the BSF Charter Champion assessment.

The assessment recognises organisations that demonstrate strong leadership behaviours, cultural maturity and a clear commitment to raising building safety principles across the industry. Higgins met the required standard based on an evaluation of survey data and staff feedback relating to leadership commitment & organisational culture in building safety.

As both a BSF Champion and a Partner of sister organisation Considerate Constructors Scheme (CCS), Higgins has long embedded building safety, quality and ethical practice within its operations. Completion of Stage One provides independent confirmation of the organisation’s leadership approach and reinforces its long‑standing commitment to raising standards in building safety, accountability and organisational culture.

The BSF Champion framework, established in response to the recommendations following the Grenfell Tower tragedy, sets demanding expectations for organisations seeking to demonstrate robust building safety leadership. Stage One focuses specifically on leadership and culture, providing organisations with a structured benchmark and clear insight into strengths and areas for further development.

Julie Brooks, Director of Compliance at Higgins, said: “Completing the Leadership and Culture module has given us valuable independent insight into how building safety is led and embedded across Higgins. The process has reinforced the importance of consistency, transparency and learning and is helping us strengthen the leadership behaviours and systems that support safer outcomes across our developments.”

Steve Elliott, Chair of Building a Safer Future, added: “Higgins’ completion of Stage One reflects a clear commitment to leadership accountability and openness to independent scrutiny. Their engagement with the assessment process demonstrates the cultural maturity needed to support meaningful and sustained improvement in building safety across the sector.”

As part of the Stage One process, Higgins will now develop a Continuous Improvement Plan, informed by assessor feedback, to address identified areas for development. The organisation will then progress to the second assessment module, Corroborating Elements, as the next step in its BSF Champion journey.

The BSF Champion programme enables organisations to benchmark themselves against sector‑leading expectations, develop meaningful improvement plans and support the culture change necessary to deliver safer buildings.

Building a Safer Future (BSF) is a non‑profit organisation dedicated to raising standards in building safety and supporting culture change across the built environment.
