Havering Building Safety Works, Havering
Spanning three residential estates and nine occupied high-rise buildings, the Havering Building Safety Works programme is delivering a coordinated package of fire safety improvements for the London Borough of Havering. Developed through a collaborative two stage procurement process incorporating a Pre-Construction Services Agreement, the programme enables early contractor involvement, detailed design development and value engineering to support the safe and efficient delivery of complex building safety works across the Delta Estate, Petra Estate and Heaton Avenue.
The programme includes the replacement of non-fire rated infill panels, installation of new LD1 fire alarm systems, sprinkler systems throughout residential and communal areas, Automatic Opening Vent (AOV) smoke ventilation systems, mechanical extract ventilation, removal of redundant shunt ducts, extensive fire stopping, compartmentation upgrades, service penetration improvements and associated structural alterations where required. Together, these measures will significantly enhance life safety and ensure compliance with current fire safety legislation.
Working across multiple occupied high-rise buildings requires meticulous planning, phased delivery and close collaboration with residents, stakeholders and the wider consultant team. Higgins is coordinating the programme alongside the London Borough of Havering, Calfordseaden, Cowan Architects, Horwitz Associates and Cudd Bentley to ensure each phase of the works is delivered safely while maintaining day to day building operations and minimising disruption for residents.
A dedicated Resident Liaison team works closely with residents throughout the programme, providing clear communication, carefully managed access arrangements and ongoing support as the works progress across each estate. This collaborative approach helps maintain resident confidence while ensuring the complex programme is delivered efficiently within occupied homes.
Drawing on extensive experience delivering complex building safety and fire remediation projects, Higgins is applying a structured approach to programme management, quality assurance and regulatory compliance across all nine buildings.
