Southwark Voids, Camberwell and Dulwich
Higgins has been appointed by the London Borough of Southwark to deliver refurbishment, compliance and temporary accommodation works across the Camberwell and Dulwich area under the Council's borough wide Voids and Temporary Accommodation Framework. The appointment forms part of Southwark's strategic initiative to improve the turnaround of vacant homes, reduce void property backlogs and provide safe, high-quality accommodation for residents across the borough. Delivered under a JCT Measured Term Contract, the framework has an initial three-year term, with the option to extend for up to a further two-years.
The framework covers a diverse portfolio of council owned housing, including houses, low rise, medium-rise and high-rise residential buildings. Higgins will deliver a comprehensive range of refurbishment and improvement works including property repairs, compliance inspections and remedial works, passive fire safety improvements, electrical and mechanical upgrades, energy efficiency measures, damp and mould treatment, decorative works and responsive support to disrepair programmes during periods of peak demand.
Our dedicated Framework Lead will work closely with Southwark Council, Southwark Repairs and Maintenance and the wider housing service to coordinate mobilisation, oversee programme delivery and drive continuous improvement throughout the contract. A structured mobilisation programme, incorporating early property surveys, specialist supply chain mobilisation, quality assurance processes and systems integration, will enable a seamless transition into service delivery. Real time reporting through Southwark's iWorld system, supported by Higgins' digital management platforms, will provide transparent monitoring of work orders, programme performance, quality and compliance, ensuring the Council has complete visibility of delivery against agreed KPIs and its objectives for quality, resident satisfaction and value for money.
Alongside the refurbishment works, Higgins will deliver lasting social value through local apprenticeships, work experience placements, engagement with Southwark businesses and increased local supply chain spend. Supported by our dedicated ESG team, the framework will create employment, skills and community benefits whilst helping Southwark deliver warmer, safer and more energy efficient homes. Drawing on our extensive experience delivering refurbishment, fire remediation and planned maintenance programmes, Higgins will provide a collaborative, resident focused service that supports Southwark's ambition to improve housing quality and return homes to occupation more quickly.
